IN 2025 SIGA EVALUATION

The Gaming Commission of Ghana has recorded an excellent performance in its 2025 Annual Contract evaluation by the State Interests and Governance Authority (SIGA), earning excellent ratings across multiple performance indicators. The assessment was conducted at a formal evaluation meeting held on September 7, 2026 between the Commission’s Management and officials of SIGA at the Commission’s Head Office in Accra.

The evaluation formed part of SIGA’s statutory mandate under the Public Financial Management Act, 2016 (Act 921) and the SIGA Act, 2019 (Act 990). It provided an opportunity for both institutions to assess the Commission’s 2025 performance against key indicators, including efficiency and productivity, dynamic effects, management improvement, project implementation, and economic and financial performance.

COMMENDABLE COMPLIANCE AND TIMELY SUBMISSIONS

SIGA commended the Gaming Commission for its consistent compliance with reporting timelines throughout the 2025 fiscal year. The Commission met its reporting deadlines in all four quarters, earning specific commendation from the evaluation team. Consequently, its performance under the conformance indicator was upgraded to an excellent rating, reflecting a significant improvement over previous assessment.

PROGRESS ON LEGISLATIVE REFORMS

A key highlight of the evaluation was the progress recorded in legislative and regulatory reforms. SIGA commended the Commission for advancing work on this thematic area, which has featured consistently in the Commission’s performance contracts over the years. The evaluation team expressed satisfaction with the progress made to date.

STRENGTHENING REGULATORY OVERSIGHT

SIGA also commended the Commission for developing Standard Operating Procedures (SOPs) to strengthen internal processes and address administrative lapses. In relation to external stakeholders, the Authority acknowledged the Commission’s Client Service Charter as an important mechanism for addressing licensing and compliance-related matters.

In response to SIGA’s enquiries regarding regulatory oversight of analogue slot machines, the Commission indicated that it is reviewing its regulatory approach in response to public concerns surrounding these machines. The review seeks to balance effective regulation with social responsibility considerations, particularly the protection of minors from gambling-related harm.

EXPANSION AND CAPACITY BUILDING

The SIGA Evaluation Team commended the Commission for expanding its regional presence, noting the contribution of this expansion to strengthening regulatory coverage and addressing major regulatory challenges.

LOOKING AHEAD

SIGA commended the Commission’s Management for its strategic vision and operational efficiency, noting that the Commission had “fared credibly well” in 2025 despite transition-related challenges. SIGA officials further assured Management of their commitment to escalating key issues raised during the evaluation through the appropriate governance reporting channels.

The Gaming Commission remains committed to strengthening regulatory standards, protecting the public interest, and promoting a well-regulated gaming industry that contributes meaningfully to Ghana’s socio-economic development.
